On March 11, Bedford residents will have the opportunity to vote on several zoning amendments designed to modernize the town’s housing regulations, ensure compliance with state law, and create more diverse housing options for the community.

Protecting Bedford from Legal Challenges

One major amendment (Amendment No. 1) brings Bedford’s workforce housing regulations in line with New Hampshire state law, helping to prevent potential lawsuits. By ensuring that zoning policies comply with legal requirements, the town avoids costly legal battles that could arise from restrictive or outdated housing regulations.

Supporting the “Missing Middle” in Housing

These amendments also increase housing opportunities for middle-income residents, often referred to as the “missing middle”—those who earn too much to qualify for traditional affordable housing but struggle to afford high-priced homes. Key provisions include:

  • Expanding Workforce and Senior Housing: New rules allow these types of housing in more areas, including the Performance Zone, making development easier.
  • Reducing Density Restrictions: Previous limitations on workforce housing density are eased, enabling developers to build more units while still maintaining Bedford’s character.
  • Cottage Court Housing (Amendment No. 3): This new zoning category permits clusters of small, single-family homes (under 1,500 sq. ft.) around shared green space, creating affordable and community-oriented housing options.

These changes strike a balance between maintaining Bedford’s suburban charm while making room for young professionals, retirees, and working families who contribute to the town’s vitality.
